Bill 16: your syndicate must document HVAC maintenance

Since 2020, Québec's Bill 16 requires every condo syndicate to maintain a building maintenance log. Duct, air exchanger, and heat pump cleaning are explicitly included. In case of damage or insurance claim, the absence of records may engage the board's liability.

Syndicate FAQs

Everything boards ask us

Depends on your declaration of co-ownership. Common ducts and systems fall to the syndicate. Private ducts (inside each unit) fall to the owner. We invoice either way: single syndicate invoice OR individual resident invoices.

Ventilation ducts: every 3–5 years. Air exchangers: yearly (filters every 3 months). Heat pumps & ACs: yearly. Dryer vents: every 1–2 years (more often in dense buildings).

About 30–60 minutes per unit, plus common-area time. For 20–30 units, plan 2 consecutive days with a full crew. For 50+ units, 3–5 days.

We coordinate ahead — email, online form or phone. For absentees, alternate slots on following days, or work with the concierge when authorized by the declaration.

Yes: $2M liability, CNESST and CCQ certificates on request, and technicians trained to NADCA standards for duct cleaning.

Yes, on request, for large buildings or high-occupancy condos. We adapt the schedule to minimize disruption.

Yes. The PDF includes: date and time, building address, units serviced, intervention type, before/after photos, technician signature and notes. Exactly the format expected by maintenance log professionals.
